Hello CLA Members –

We had a very good public consultation meeting in West Carleton last night on the new stormwater fees proposed for rural areas.

It is clear that the City has used a one size fits all approach to the charge and has not considered how stormwater is managed in the rural areas.

They have not taken into account:

  • those who pay for municipal drains. To charge those who do for stormwater management is double dipping
  • the fact that farmland is often tile drained and has its own drainage system emptying into a creek, thus removing water from roadways
  • we pay for our entry culverts; there is no plan to change this
  • we pay for roads and ditch maintenance; why should we pay a separate tax for road culvert repair?
  • snow from the City is dumped in rural areas adding to our snowmelt
  • farmland is a sink for stormwater as are treed residential lots. many rural properties do not empty stormwater onto roads; it is absorbed on-site
  • we pay a levy for the three conservation authorities whose mandate it is to mitigate flooding

There should have been upfront consultation before the proposal was developed. The approach the City has taken looks like they have decided already and are just going through the motions of public consultation.

The City has been unable to defend the new tax saying a mistake was made at amalgamation. Former Councillor for Osgoode Doug Thompson says the tax is a mistake. We need a good accounting of what services are included in the stormwater rate. For the most part, it seems we are paying for these services already.

About 200 people attended the meeting; only 100 were allowed in to the meeting because of the size of the room.

  • April 2, 2016 at 1:30pm at the Metcalfe Community Centre
  • April 4, 2016 at 7:00pm at the Kanata Recreation Complex-(formerly Walter Baker Place)
  • April 5, 2016 at 7:00pm at the Alfred Taylor Recreation Centre
  • April 7, 2016 at 7:00pm at the Nepean Sportsplex

Please attend one and have your say, if you can. Get there early if you want a seat. A big turnout speaks volumes.
